You are showing a picture of the Transient Enrichment valve Cover, with some added hardware that none of us seem to have on our carburetors.

Is yours a special California model?

I would say, do not mess with it.

My friend was born with a screw in his navel! He would always question this feature, because nobody that he new had a screw in their navel. I told him to just leave it alone and not to mess with it, but the curiosity got the best of him, so one day he removed it. Guess what happened to him? His ass fell off!!!!!!!!!!!!!!!!!!
